This article reviews the historical development of the rule of law in Hong Kong and considers lessons for rule-of-law development in mainland China. It emphasizes that good laws alone are insufficient without supporting institutions, judicial credibility and public trust, and discusses the interaction between legal rules, institutional design and legal culture.
